Putin proposes 'direct talks' with Ukraine

Russian President Vladimir Putin has proposed holding "direct talks" this week with Ukraine to end the war.  Mr Putin's announcement came hours after European leaders issued an ultimatum to Moscow: agree to a 30-day ceasefire, or face increased sanctions and weapon transfers to Ukraine.
