Tourists targeted in deadly attack in India-controlled Kashmir

Gunmen have shot and killed at least 26 tourists at a resort in Indian-controlled Kashmir. While there's been no immediate claim of responsibility, politicians in New Delhi have labelled the violence terrorism.  So what could the violence and significant international reaction, particularly from Washington, mean for the region.
