These networks also enable wealthy Chinese nationals to bypass capital controls and move money out of China. Between 2020 and 2024, the Financial Crimes Enforcement Network (FinCEN) tracked over $312 billion in suspicious activity linked to these networks. Meizlish suggests the Chinese Communist Party might be aware of, or even permit, some of this activity, especially if it benefits its members.
